Absolutely the correct call. But given where the pitcher threw from I don't think the throw angle was altered. The runner was going to be in the way even if he was in the lane.
Yes, but if the runner is in the lane (like he's supposed to be), then interference would not be called.

Plus, it's not just altering the throw, it's also interference if it hiders the fielder, or if the batter/runner is hit by throw.
NCAA 7-11-p AR 1: "If the batter-runner is running illegally to first base and his being outside the lane alters the throw of a fielder, hinders or alters a fielder’s opportunity to field the throw, or the batter-runner is hit by the throw that has been made in an attempt to make a play, it shall be called interference and the batter-runner is to be called out."
