Buffalo was a dumpster fire before this year. And success is likely being driven by their coach who came from D3 power Wisconsin-Whitewater. He will likely get stolen away by a B10 school soon enough, and UB will be back to where it was.
ODU lost 52-10 to Liberty and was considered one of the worst FBS teams before Saturday. 1 win does not make a program.
Neither have shown any pattern of success.

ODU is in the second biggest market between Wash DC and Atlanta. Only Charlotte metro is bigger. Top 40 TV market and a fertile recruiting region.
In theory a conference with Temple, Navy, ODU and ECU would have a strong presence throughout the mid-Atlantic. I don't want to be in that conference but there is cohesion with that group of schools.
Raleigh-Durham & Greenville-Spartanburg are bigger TV markets. And Greensboro-WS isn't far behind.

I was using population as my reference. Tidewater/Hampton Roads is bigger than either of the two you mentioned.
