How do you not assess a delay of game penalty? This is what they exist for.
Apparently it’s not a penalty according to the rule book. Cav confirmed that when asked about it.

Did hockey east ever release a statement about it??
They sent a memo to all teams in the league banning the "use of any theatrical lights, dimming, or strobe effects after goals are scored." The issue will be further reviewed before next season.
