Why don't they put down a proper vapor barrier over the ice before putting down the hardwood??

A vapor barrier wouldn't do anything. If the floor is cold, warm moist air above it will result in condensation. Vapor barrier won't keep the floor warm.

The solution is pretty simple but who is willing to put that kind of money into a 40 year old arena that 65% of the state wants to demolish?

They just stopped the game at Duke to wipe the floor. People making a big deal about this are being disingenuous. It happens at Gampel on warm days in the middle of winter.

One big difference is there is no ice under Campel unlike the XL center.
