They don't - not yet. The WNBA lottery is based on the four teams that don't make the playoffs, but the chances of getting the #1 pick are based on a 2 year winning percentage. Indiana, because they have been ghastly for so long, have the best shot at 44.2%, the Mercury at 27.6% and the Storm and the last non-playoff team in some sort order depending on who that team is.
