WNBA rule new to me

A foreign player may be drafted ONLY in the year she turns 20.
This was just violated by Atlanta.

The article implies that Atlanta's drafting of Yacoubou was a "mistake." Maybe not. Maybe Atlanta really had no one else to draft and was just sending a message to Yacoubou that they are seriously interested in her services next year as a free agent.

If the WNBA doesn't have penalties for drafting player over the age of 20, then the rule doesn't mean much and teams can go right on making the "mistake."
