Ballstreams is better and cheaper than a subscription to GameTime. It also has no blackouts and includes stuff like all the pregame/postgame, halftime shows and inside the NBA and the Starters, as well as the NCAA tournament in March. It doesn't even need an app and can load right from iOS Safari. The delay is also only a couple of seconds compared to Gametime which has the stream delayed by about a minute.
