What happened if the Catholic 7 decided to leave first?

No scam. The taxpayers helped finance our arena. It happens everywhere, btw. Just like taxpayers financed bonds for the UK football stadium years ago.( While UofL paid for it's own football stadium)
It is a beautiful Arena and we are near the top in national attendance in Mens and Women's Basketball every year, so it gets used, not to mention the concerts and Tournaments it hosts.

Lol, yeah it's a great deal....

KFC Yum! Center bond debt downgraded
Moody's downgraded $339 million of the $349 million bond issue Thursday – the rating agency's first action since announcing in May 2012 that it no longer viewed the bonds as investment-grade securities. In June, S&P maintained its rating of BBB- on the debt – one level above speculative, or "junk" status - along with a "negative" outlook.

That's isnt UofLs fault. It is the city's arena authority's fault. Fact is, UofL never asked for a downtown arena, the city insisted on the site and the resulting tif issues are because of that decision.
UofL preferred a less palacial arena on campus, a much cheaper alternative. But the city and the arena authority insisted on building it downtown.
These issues have nothing to with UofL decisions or desires.
And yet they are the beneficiary of a strikingly one sided deal that screws the people of Louisville and inflated their financials. Seems odd for a deal "they never wanted."

If you were knowledgeable about the situation as you claim to be, you would already know this.
Imagine a man (the city) insisting on buying his girlfriend (UofL) a new Mercedes for her to drive when she only wanted a Toyota, and then the neighbors complaining about how much the payments are.
Address your concerns to those that made the financial decisions on the Arena.
Lol, this is all public record. Did you click the link? I'm sure the taxpayers of Louisville will be placated by the "well we only wanted a Toyota" argument.
