Northeastern very much played the game to rise in the rankings. It had a concerted university wide effort to improve the metrics USNWR uses so that its rank would get better.

I'm at the point in life with a freshman in high school that the key data point is what tuition and room & board costs compared to what I have in his 529 plan.
