I don't use twitter, but I assume you can upload the picture to some image hosting site like ImageShack or PhotoBucket, then use a URL shortener such as bitly.com or goo.gl so the URL fits in the char limit.

If you are using an iphone just hit the power button and the big button at the same time. It puts a picture in your camera roll. If you are on tapatalk just hit the little picture icon when making a post and select it from the roll.

When on Twitter click on rhe button to tweet then press the images bottom of the character counter.
