Clemson was caught doing the same thing. After one of their institutional research people actually went to a conference and presented how they had restructured programs solely to obtain better ratings (e.g. if classes <= 25 was among the criteria, then they made all the sections 25 each), someone used an FOIA request and found that they had manipulated their peer ratings so that any school ranked close to them scored about the same as Bob's School of Welding and Clemson was rated in the Harvard, Stanford and MIT range.
