I have not seen a single comment from a coach (or anyone) that believes there will be any enforcement of this. Coaches seem to be expected the money to continue increasing.

It's been discussed. Typical NCAA putting new rules into action with no plans for enforcement.

It would be wrong to decrease Ball when he has played a good majority of the year hurt.

He hasn't played up to expectations. If you expect him to meet those expectations next year, fine. If his problems are still injury related, do you expect that to be resolved over the summer? We will see as I expect him to be back next year.
