Using the same formula I've used to compile Program of the Decade stats, I went ahead and came up with aggregate numbers. And without further ado, I give you the Program of 1982-2013 rankings!
Point system is as follows (not agreed upon unanimously by the BY, but generally considered reasonable). The idea was to reward regular season results (as measured by Tourney seeding), Tourney results (as measured by tourney rounds reached), with a special premium on championships (but not so special that it dwarfed consistent success).
#4 Seed- 5 points
#3 Seed- 10 points
#2 Seed- 20 points
#1 Seed- 30 points
Sweet 16 Finish- 5 points
Elite Eight Finish- 15 points
Final Four Finish- 30 points
National Runner-up- 40 points
National Championship- 70 points
The list:

3. Stanford (1,015)

Note: as long as Tennessee continues to rack up #1 and #2 seeds and make the Elite 8 or better, the LVs are going to make it hard for UConn to overtake them. Tennessee was the #2 program of the 80s, the #1 program of the 90s, the #2 program of the '00s, and the #5 program thus far through the '10s. UConn was the #3 program of the '90s, the #1 program of the '00s, and is shaping up to be the #1 program of the '10s. However, no points in the '80s hurts.
Interesting list. Some as expected, some surprises, some "oh yeahs" (did you know Long Beach State was the #5 program of the 1980s?). Good times.
