Don't see how this would work without the ability for players to go between leagues. Non-US players work locally to make the NBA and many fringe NBA players use the foreign leagues to extend their earnings or upgrade their skills. Many of the high draft choices were "unpaid" professionals that started when they were in their high teens. Seems like a lot of issues would need to be resolved before this could be a reality.

I don't see how these three stipulations are consistent:

NBA players wouldn't be able to play in both leagues
Players get equity
NBA rules block player ownership

If players can't play in the NBA and the new league, then why would NBA rules apply?

Women should carefully think about joining this -- if it's Saudi backed and a lot of games are in Saudi Arabia and other countries with similar laws/rules, that might be a big red flag.
 
With all due respect I coached Al Hilal Basketball Club and Saudi Arabia national Basketball team in early nineties
At the time Wahhabism ruled the Kingdom. That is gone it has been a better place for Saudi women and women foreigners working there….WTA holding tennis finals there and slowly women’s rights are getting better. Of course it will never get like USA or western world.
And yes, so many cannot resist the PIF money being thrown at athletes.
I would love to see women’s basketball in KSA it will open up the Kingdom to all.
