fwiw, Restaurant Depot/Jetro stores are apparently now open to the public. If one wanted to buy commercial grade TP, they may be an option (if they're not already sold out). Apparently they made this decision a week ago in order to move stuff since restaurants weren't buying much. I'd also check on independent restaurant supply stores if there are any in your area. Seems you might also be able to buy online.
