St. Marys/Purdue game - inbounds play where violation was called

Isn't the ref supposed to let the St. Marys kid know that he cannot move while he is inbounding the ball since it was not after a made hoop? I never saw the ref say anything to that kid and its a shame that St. Marys likely lost that game on that call.

He's not obligated, some do and some don't. Kids can ask as well.
