Honest to God I think Blumenthal had/has no idea who Bowlsby is. Guessing majority opinion here is that is a good thing.
Blumie spent more time talking about much he loved the play "Hamilton" than anything else and was giddy at the prospect of the play coming to Hartford at some point. He starts questioning Bowlsby at the 1:31:02 mark.
EDIT: Moran (the chairman, and Senator from Kansas) asks about it at the very end, in a half-joking way. Blumenthal actually leans in but doesn't say a word. After Bowlsby's charming non-answer, Moran goes "we'd like the Big 12 to be 12."
