I saw this live last night. Funny because the few that were in the stadium actually made more noise. I think the problem was that the cheerleaders were banging their megaphone cones on the turf and was "making too much noise".
Lame, but there is a rule in place about the crowd making too much noise. Rarely enforced, I remember LSU getting called for personal fouls in the 90s due to their crowd noise. Spurrier would complain to the refs,, they'd issue a warning, the crowd went more nuts, and they'd throw a flag for the noise.
The genesis of this rule was back in the 60s or 70s. Those of us who were around then, vividly remember the likes of a visiting Fran Tarkenton, Ken Stabler, et. al signalling that they couldn't run their cadences over the crowd noise & the officials giving them a timeout to regroup. It was an especially helpful tactic in 2 minute drills. The rules committees eventually decided that this tactic lengthened the game & gave unfair advantage to the visiting team. Hence the rule.
