Radio/TV simulcast?

Assume there is a 97.9 radio broadcast. Is there a way to get them synchronized so we can watch ESPN and listen to 97.9?

When I have tried that before, I usually get a 1-3 second difference. Any hints and synchronicity (insert your Police joke here).

Basically you need a DVR type device for your video so you can delay the video to synchronize. I pause the tip-off and wait for the streamed radio to "catch up" then release the video. Note that the video is usually about 20 seconds in advance of the audio for me because I use a streamed audio (i.e. Varsity Network) which is delayed from a pure broadcast audio.

If you have the audio in advance of the video I have no idea how to sync them up.
 
I've yet to be able to synch the Varsity App radio broadcast with the TV. Oh how I wish I could.
