Question About The Ban

This may have already been discussed but I was wondering about players like Alex who are transferring now when we are banned. If we are suddenly not banned due to a change in summer, he has to sit out a year at the new school he's enrolled at? Sudents who transfer thinking they aren't sitting out find out later they have to? If we are reinstated are those players likely not to sit out because the rule was changed later? The negative possibilities for the players lead me to think that they won't change the ban for that reason alone.

Why? Has the negative effect on the current players for the gpa of former players invented only by applying today's rules to a time period before they were instituted, stopped them from implementing the ban in the first place? When has the NCAA ever put the players' interests first? Or even considered them at all for that matter?
