I'm 100% sure that the original plans and foundation for the 50k capacity involve a third tier on the home sideline. I'm about 90% sure that the design was for the third tier to overhang the second level slightly. The open ends of the stadium give a distinct wind and weather directional home field advantage. Building that third tier, with the crowd noise reflecting down and amplified on that visitor sideline, bouncing off the tower, would make it even louder for visiting teams.
The stadium, visually, acoustically, was very, very well designed.
