Not true. There's spending and revenue. If you have a deficit, increasing revenue doesn't inherently increase spending. It can only help you. Of course, whether the government can reduce the deficit in a meaningful way is a topic for another time (and forum).
However, I think of the lotto as more of a math tax. Though I imagine there's probably a strong correlation between poor math skills and poverty.

Sadly enough, the government (dems or reps) all want americans to spend money. They need the personal savings rate to drop/maintain a level that can support economic "growth".
