I heard that described as "crabs in a bucket" by an elderly black lady mourning the death of her grandson who was killed because he refused to join the neighborhood gang. She said that whenever a black kid in the neighborhood (a Baltimore ghetto) tried to get out the crabs in the bucket would pull them back down.
Yup, that is an analogy used for anyone attempting to overcome their social class and rise above it. It originated with female Philipino author Nino Rosca.
