OT: Phone Conference Volume Control

Is there some requirement that on any given phone teleconference one person's voice must be at least 20db louder than everyone else's? And, true to the conservation of energy, one person must be in whisper mode.

We have decent phones at my office. Nice features abound, but volume control isn't one of them. Nothing like having the phone on speaker and still having to keep one hand free just to control the volume.
