There are compliance folks 1) because the NCAA rules have become so fraught ('cause coaches keep on finding ways to get around them) that they're more complicated than IKEA directions and 2) because some coaches can't be bothered learning them.

Sorta like having an assistant sign off on the Rules DVD.

Possibly, but I read somewhere (maybe USAToday) that it was specifically designed because of the problems UCONN had.
