You can send a boy to school, but you can't make him learn.

The way the question is posed makes it challenging. Indonesia, and the US for that matter, have an awful lot of endangered species, but both also have a lot of species period, so they're unlikely to have the highest percentage endangered. OTOH, someplace like Monaco or Vatican City could have a high percentage if they have a couple of endangered species. Madagascar was my guess because of the deforestation -- it has an incredible number of endangered tree and plant species, which of course support animals. I got nothin' beyond that.
