I think they're ND bound mainly due to the fact that both are announcing on the 10th and that is the only school both have on their final list. Muffett's recruiting has really picked up--ND has been landing top notch kids for a while now but landing Westbrook and Walker would really put them over the top. The only thing is, I have no idea how Muffett will figure out playing time:

Boley is really more of a 3/4 with her shooting (Muffett recently said she's the best 3pt shooter on the team), so there is a massive logjam on the wing. All of the wings will be together for at least 2 years, so ample playing time wouldn't open up until Walker/Westbrook are juniors. We also may see Mabrey transition to a PG oriented role, Boley play exclusively as a stretch 4, but both of Walker/Westbrook coming to Notre Dame means likely transfers IMO, or maybe Muffett will make it work.
The appeal of Notre Dame is that Walker/Westbrook could be the tandem that leads Notre Dame to multiple championships. They have the talent on the roster to win it all this year, but adding those 2 could elevate Notre Dame to be the premier program in women's college basketball. At UCONN, Walker could win multiple titles but she'd likely be remembered as "one of the greats" rather than "the greatest" in program history. Texas is a rising program that has ample talent, but they still have a ways to go before I'd say they are a title favorite.
That said, Texas or UCONN seem to be a much better fit playing time wise than Notre Dame for Walker, but I think she'll get her minutes anywhere she ends up.
