NIL is changing at UConn

Is that for real? A 100% offset? Why wouldn't everyone do this? How does the $5 million cap work?
The article isn't very clear on the cap and I couldn't find anything else on this. So we can basically redirect our taxes directly to UConn. This helps offset the funding cuts passed earlier this year.
 

It will be interesting to see if future fundraising goals will be able to keep up with the maximum payment amount allowed, as it will increase each year based on an average of the power conferences media rights payouts. That's going to be hard for power conference schools that make less than that average, let alone schools that are not in the power conferences.
