Next Year Scholarships

With players this year being given an extra year of eligibility, has the NCAA increased the number of scholarships teams can have next year? I missed this part of the story.

If they haven't, wouldn't it make sense to allow each program 1 extra scholarship for a year as long as it goes to a senior returning for a fifth year.

Just trying to find out and see what people think. It just seems to make no sense to force a senior out after giving him another year.
