I really despise the gobbledygook on the graphic. I have to deal with this stuff at my job, tragically. It's like a contest to see how many vacuous buzzwords can be crammed into one small space.

Translation: Transfer Sit Out exceptions will in no way be consistent or (using a current buzzword) be transparent...in order to ensure competitive parity.

The one interesting item is a review of the effectiveness of the RPI in NCAA selections . Hopefully that curse will be gone in a year or two.
