Zero sum game. If a 19 year old can't play, then that makes room for someone who otherwise wouldn't have been talented enough to play.
I'm surprised they're not talking about restricting foreign players. Say, 1 per team. That'd open up a few more spots. I'm fairly sure the Euros do that.
