I think Bob is extraordinarily risk adverse in game situations because he doesn't want to criticized after the fact. Field a punt? No way it could be dropped. Fair catch? Nope still too risky. Pass on the goaline with 17 seconds left? Nah, what if it was intercepted.
All that speaks to the fact that he doesn't trust (respect?) his players. That's a problem.
