This is why Juniors' bargaining power is minimized:

Should a team exceed its alloted slot money, it incurs a penalty. A team is taxed 75 percent on overages between 0 and 5 percent. No team has ever exceeded more than 5 percent on its draft allotment.

But teams plan on going over $125K in round 11+. They don't get penalized unless they go over their whole bonus pool, teams plan on going over to sign guys in later rounds. Not a ton, and probably not a million over.

If there's a guy you want to offer $500K too, it makes sense to take him round 11 vs round 10
