What is Bilas’s “hand”?
He's been complaining for years. When an article points out that the small schools are being taken for a ride, he says Too Bad! Finally, he's revealed he only cares about what's going on in the P4 with Duke and the like. The pretense is over.

What has he been complaining about for years?

It's about 600k a year for each Big East school for the next decade. It's really not that bad.
That's probably a starting power forward's NIL. Good thing we don't have power forwards anymore

Because if they don't, the P4 could use it as grounds to officially separate from the rest (either within the NCAA or without). If that happens, UConn will lose a lot more than 600k in marketing. If we pay what is effectively a fine, we will stay in Division 1. Also, keep in mind within the next decade UConn will likely join the ACC after it has some defections. We will ultimately be okay. Also, a budget crises can be solved by a few old guys in the state dying in the same year as has happened before. The boomer population is going to start dying and there will be a lot of estate taxes that the state will be able to use to fund things in the next 15-20 years.
So what? Let them go. It’s all over anyway.

The power conferences can also make a point:

“Hey NCAA, we’ve been paying our players for years. Why should we have to chip in because you guys got in a jam over your stupid rules?” :D:D

The article doesn’t specifically mention the exact amount P4 schools are paying each year, is the assumption that it is the same as what UConn is on the hook for?

60/40 split.

So, if UConn is paying 600-700k, they are paying 1.1m-1.2m

I wonder if a non-athlete student coalition could sue the schools for effectively mandating sports fees. OK ok, no one forces students to go to college, but no one forces athletes to go to college either.

The judge who initially found against the NCAA all but admitted she had no clue how to figure out the money; said the NCAA should figure it out with congress. She threw up her hands (I don't blame her) and said she only knew student-athletes should be compensated. It would've been interesting if there was an advocate for non-athlete students there who could point out to her that her decision would effectively rob Peter to pay Paul.

About players not getting paid.
So then this opinion tracks perfectly. He’s wanted players to get paid. Seems like he’s in favor of the meritocracy that has unfolded with the best players getting paid accordingly by the huge ADs they support. Why should he shed tears over the logical conclusion everyone already knew would come if/when the players started getting paid? At least he’s being consistent. This isn’t some “hand” he’s been waiting to play.

It's totally wrong. He was always harping on about budgets and how much money there is. Anyone who looks at the budgets of the non-Dukes of the world comes to precisely the opposite conclusion that he did.

In this tweet, he shows he doesn't care about budgets at all. He cares more that Duke's former players are being subsidized by players who are never going to receive what Duke players get.

This is what you're missing. They are taking money AWAY from players to pay Zion Williamson.
