If he's not going to try to block the punt and not try to return the punt... what are the other ten guys doing on that play?

Blocking, so there is plenty of room for the fair catch. Sad.
 
This will work as long as we also have a better strategy of stopping their return men when Justin Wain punts the ball. We can fair catch for no gain and yet still punish our opponents who have the temerity to return our punts. If we tackle immediately or cause fumbles and muffs, we could indeed end up with a favorable edge in field position.
 
I ask Diaco this question at the meet and greet at the Russian Lady this summer. He said that the team needed to work on other things first before they work on punt returning. Further , he indicated that recent rule changes makes it harder to return punts than in the past. My interpretation of what he said was he was not comfortable anyone on last year's roster returning punts. As such, his ball control not turn over the ball mentality led him the the ultra conservative approach he took on punt returning last year. Maybe Quayvon Skanes will change is thinking on this subject this year.
