Essentially he's saying "good luck" or "good job" and could be interpreted as he might be joining him? That's what I think at least.
Yeah why two fingers crossed instead of one? I’m not up on all of the lingo the kids use.

A long, athletic guard who can really defend and move his feet, County has been a top target for UConn for a while now. He is a high-character kid who should fit in well with the culture that Dan Hurley has established in Storrs.
County's father played football with Dave Benedict at Southern Utah. Didn't know that.
