I think he should have stepped in. Not responding immediately was a grave error. But he compounded it by not telling the autorities. It's entirely plausible that he was distraught and in shock. There's no reason for him to keep it a secret afterward. One thing people don't mention about McQueary is that he grew up with the Sandusky kids, they were neighbors, fathers were buddies. He walked in on his friend's father raping a boy.
