Nocera is all over the place when it comes to facts. Yes, he did great work on Boatright, and he had a very revealing column on Syracuse and Bernie Fine. Earlier though, he hacked Calhoun on the text messages and he continues to get it wrong when he states that there are no limitations on students who are not athletes (there are). Here I question whether he read the overruling of the appeal correctly. If the NCAA colluded, that could be a problem for them, but it could also be considered apart from its status as a state actor.
 
The thing is, the NCAA is doing what the vast majority of its membership wants it to do. If it didn't, they would all quit, or at least make changes. So you have to conclude that not enough people want change enough to make it happen.

Yes, if they really cared about academics, for instance, they could solve that overnight and also save many millions of dollars (which should be going to the schools) by firing their compliance officers. All you need to do: raise admissions standards, and then stand aside, eliminate these bogus APR rankings.
