I just put Greenwich, CT to New York, NY into mapquest and it said 35 miles. I like 12.8 better.
The default is from the center of Greenwich to City Hall which is all the way downtown - almost the most southern point in Manhattan so the distance is going to be inflated. I was just trying to figure out the shortest distance between any part of Connecticut and any part of NYC, and lower Westchester, or about 7 I-95 exits, is all that separates Connecticut from NYC.
 
Bottom line is, NYC covers a lot of ground, including CT. People commute every day into Manhattan from the other 4 boroughs, Long Island, several other NY counties, CT, NJ, and even Penn.
