Scam artists. Absolute scam artists.
Sarcasm, or do you think they low bid and looked to make up the difference on change orders?
 
Or maybe they found something when they started digging, I'm sure they will cover this at the meeting.
 
Is it an environmental (contamination) or geotechnical (inadequate soil bearing capacity) where a conventional spread footing foundation will not work and some type of ground improvements or a pile foundation is necessary? Did they say?
 
Didn't say, the budget request looks like doubling the design costs and environmental remediation costs. I would guess than an initial site investigation found something that required more investigation and a remediation plan. They also likely changed the initial scope of the building. That would account for the increase. The remediation number isn't abnormal looking but the increase design (which would include more investigations) is quite high compared to the original. I doubt they are making it up out of whole cloth, but they may be inflating it based on what the issue actually is.
 
Typical UConn building process. They have a hard time finding someone to make final decisions and other agendas are constantly tripping over each other.
