Yes, but its the crowd at kickoff that gives the viewer a snapshot status of a program. The reaction of the OP is typical. When the TV coverage starts, right before kickoff, and the stadium attendance is woeful, the reaction is never positive. We have nothing to be proud about on that front either----yet.
