My wife new someone in her PhD program who was on the volleyball (I think) team. She was allowed to play while she did the master's portion, but not after when she started dissertation work. So it is possible!

He'll probably just do another master's. Not sure Howard PhD programs would allow that unless he could get in on his own merit with a plan to finish. Not like the sport management master's we put our guys in which takes a pulse and 50% attendance to graduate. They're obviously pretty rigorous.
