Gotta believe that the last thing the SEC and especially the B-12 is for Houston and SMU to become part of a BCS AQ conference. That would impact Texas recruiting for many teams in the B-12. It wouldn't hurt the Longhorns as they get the cream of the crop, but the other B-12 teams all go to Texas for many recruits. Having BCS potential closer to home could influence many recruits who are being looked at by all the B-12 teams north of Texas. The City of Houston having a hometown BCS team would have an impact.
Nobody wants to be the one to drive the final stake into the BE, but when push comes to shove these conferences will protect their territory and financial resources.
