This is actually a great point. The "build a case for ND to join us" mentality has really hurt them in the end, in my opinion. They are much better being in a world with 6 power conferences than with 5, because with 5 they are always going to be the odd man out. TCU would have still left for the Big12, but I don't think that WVU would have left if Syracuse and especially Pitt stayed in the league.
Not only did he add little value to his conference and contract, but he helped support the opinion that his league is tobacco road - basketball centric, and that may ultimately be his undoing...
As I have always said, the smart move for Swofford was to approach the Big East a little over a year ago once it was clear that the Pac 12, with their lousy basketball, mediocre football and poor ratings, was getting a blockbuster deal. The market had changed, and he had a contract that was a major problem for him relative to the other majors. The smart move was to merge into the Big East, lock up the eastern seaboard, upgrade the league in football, and be THE premier hoops league. Then hold tight until the Big East/ACC could go to market, and get a blockbuster deal of their own.
Instead, he grabbed Pitt and Syracuse, which accomplished exactly nothing for the ACC, but made the Big 12 stronger such that there was a Big 4 instead of a Big 6. Now the ACC is the hunted.
