I don't think Swofford had the backing.

In the perfect world he adds Rutgers and UConn to sew up NYC, Jersey, and New England. The ACC championship rotates between Charlotte and NYC and the ACC Championship rotates between Yankee Stadium and Charlotte. WVU and Lousiville were non-considerations from the word go.

Adding Nova, Georgetown , St John's and Notre Dame for Basketball looks like a another non-starter from them
 
Then there's the SEC attitude---the ACC is a slavish follower: Georgia, Florida and South Caorlina lord it over Clemson, USF, and Gerogia Tech--as did Miami back in its Big East days. The ACC simply accepts being second class
