Actually, the top of the Division II barrel. Refs work their way up through the Divisions and Conferences. Have you ever watched a men's Patriot game. GACK!

There aren't really any "Patriot League refs". All of the refs at that level work in multiple conferences - NEC, AE, MAAC, Ivy. Some also do some A-10 and CAA games. None work more than 5-6 game in the Patriot over the season. And yes, most aren't very good. The league sometimes has refs who also work some ACC or Big East games, and even those refs don't do a good job.
