What is this kick return thing you speak of?

I miss the philosophy of eliminating "explosive plays" by the other team by having your specials simply take a knee or wave their hand
 
Special teams is 1/3 of the game. It can be weapon if coaches emphasized it. So many coaches spend about 5% of practice time on it.
 
I’ve heard that some teams even return punts when given the chance. I’m not kidding!
