NCAA Women’s Final Four tickets may not be offered as a prize in a promotion, sweepstakes or contest, or auctioned for fundraising purposes unless authorized in advance by the NCAA.
What's the rationale, or is it just a desire for control?

I don't understand their jurisdiction in controlling this? You can't dispose of your tickets as you please? Is there some fine print on the ticket that allows them to screen who holds a ticket and who they give or sell it to?
I just checked into getting tickets. The only ones available are balcony, behind the baskets. Does that mean that everything else has already been purchased or are any being saved for fans of the final four teams?
