West Hartford tends to be a bit of a mid 20's+ crowd at the bars whereas Hartford is definitely 20-24ish years old. It pretty much has almost everything you need and definitely isn't dead on weekends. Short commute into Hartford if you work downtown. I think you'll find it's similarly priced to Hartford as well.
