is it prohibited by the NCAA while the game is being played?

Yep.

RU played Tennessee at MSG a couple of times shortly after the WNBA started. The folks at the garden were so used to the noise (organ, defense chants, etc) of a WNBA / NBA game that they tried running it during the game. Quickly stopped within one minute. Fans are not permitted to have noise makers either.

The crowd can do anything it wants, as long as it is "a cappella", so to speak. At RU games, fans are supposed to chant RU and clap repetitively until the first basket is scored (although it has never gone over well, the cheerleaders try).
